When God flooded the earth, it washed all of the ground salt into the newly formed oceans.

Plus whenever it rains, it flows into streams, then rivers, then the oceans, after accumating alkaline from the soil which is the basis for salt. Places where it rains a lot (like Oregon) the ground is naturally more acidic.
