Why is P4 2.53 so bad when 2.4 is so good at oc'ing?

Granted the 2.4C is better than 2.4B, which the 2.53 shares it's guts with. But allegedly 2.4Bs can crank.
 
The thing is that for the "B" to get to 2.53 ghz, it has a fsb of 133x19 to give you 2530 mhz. The "C" has a fsb of 200x11 to give you 2400mhz. Because of the low multiplier, it can attain some substantial speed increases.
 
Actually, P4C to be 2.4GHz has a 12x multiplier. But supposedly, the P4B/2.4GHz, with it's 18x multiplier, is overclockable, too.
