Why is my VCORE almost 0.1v to high in offset mode?

I've used IBT and LinX (and a few others) LinX seems to work the best, but I've never had IBT fail to run.

If anyone knows a better place to get latest LinX, share away... I always end up having to track down the thread/forum (or a clone of it) whenever someone asks about it.

I trust the graph on IBT at least it tells you how many active cores ,there speed etc.
When I enable C3 the multiplier and vcore jump around even more or maybe update more often.
The graph runs as long as a hour or as short as a minute.
On my x58 or the 1rst generation turbo the multiplier and vcore move the lease.
The i7 ib or 3rd generation turbo jumps the most.

Are we talking about the same Intel Burn Test? I see no graph or anything. Or do you mean the results log?

Anyway, I'm not really convinced this is a problem with offset voltage or c-states. I just rebooted at stock setings, there's frantic activity and 3.8Ghz speeds but the vcore is between 0.7-0.9 or so. I'm pretty sure any sort of serious load at 3.8Ghz with 0.7 vcore will cause a crash immediately. If it is a problem, I don't understand why I'm not experiencing it. I overclocked up to 4.6GHz using offset and it works just fine.

How do you get IBT to run? Anything I've downloaded yells about it not being able to test the 3570k and then quits. That's right off the Intel site.

Are we talking about the same Intel Burn Test? I think you mean Intel XTU utility because IBT was never available from the Intel site.
