Win2k has a built in "softcooler". It sends halt instructions to the CPU when idle. If you install Rain or another add in soft cooler to Win98, you will see the same thing.
Win2K includes the HLT command as part of the System Idle thread. Whenever your processor has nothing to do, the system idle thread will invoke the HLT command, effectively shutting down the processor and keeping it cool.
