Why is my rig?

Hey guys im new here, i just built a new computer, its a
intel e6600 overclocked to 3.5 mhz
evga 680i board with the new revision
evga 8800gtx
2 gb of corsair dominator ram
anyways my question is that when playing half-life 2 or other games, my frame rate will be silky smooth for a while then, it seems that the framerate stays the same but the mouse becomes jerky for a few minutes then back to smooth. I have returned my computer back to stock speeds and it does the same thing. any ideas?
 
I'm assuming you're running Vista. I have a wireless laser mouse and it does the same thing, but I thought it was because of the wireless part. Sometimes it'll just stop moving for a few seconds, like it's not getting a signal, sometimes it does weird things like scrolling all over the place, clicking buttons that haven't been clicked, etc.
 
No im actually not running vista, im running xp. Its weird and i cant figure it out, it will be smooth then movement becomes shakey
