yes you can. hit ctrl-alt-del, click on task manager, and then you can use that to run a command, namely "explorer.exe"

i didn't know/noticed this, thanks

The only reason I knew that is because the same service strangled my network. The CPU utilization is what you see locally, but the hub and router see the constant flow of nonsense. It'll easily eat up 30% or more of your network bandwidth.

You can turn off the service altogether under the Network Services setup. Its buried in the options under QoS (Quality of Service) or some nonsense like that.

BTW if you got in on the recently popular Dell Optiplex GX240 deal (1.6ghz for $358 shipped), a program that automatically starts up with windows, DELLMMKB.exe, eats up 100% of system resources for about 3 minutes after a fresh reboot. The program is for keyboard drivers. I just unchecked the box in the "startup" tab of msconfig, and now it's much better. All I lose is functionality of those 3 extra useless buttons on the keyboard, which are for standby, email and IE6.

Dell gave me this link to fix the problem, but I found it easy enough to just uncheck the box in msconfig.
