why is my cpu usage @ 100% during these...

Last week i was burning a VCD using pinnacle express burning program. From 1%-28% of the VCD my cpu usage was at a 100% the entire time. At 28% of the VCD, it stopped recording(still dont know why) and of course the cpu usage subsequently dropped. Yesterday i downloaded "milkdrop" which displays graphics in sync with mp3s such as windows media player. Whenever i start the program, my cpu usage jumps to a 100% and the graphics & mp3(whatever is playing at the time i start) become choppy as if not enough resources.

I've noticed that choppyness of the visualizations in WMP sometimes as well. its odd b/c it will only happen if WMP is the active window. the moment I click off of it to make it go to the background, the visualizations speed up and look normal. No idea why it does it sometimes.

hmm, this is choppy when winamp is active or not
