Why is my CPU dropping to 1.6ghz even though high perf mode is enabled?

Your BIOS reset just enabled the IGP.
 
I would go ahead and disable the igpu since you have a dedicated card. Go ahead and enable speedstep and turbo and tell us what you see.

If you have't already, check device manager for any errors.

yep, PCI express there

weird, now the memory is just reading normally Total Memory: 8192mb

none of the shared memory, gtt memory stuff

but my cpu is still throttling
 
Nothing weird about it. You turned it off when you set to PCI Express.. Show a current CPU-Z screenshot.

I know you have checked the temperatures in Windows, but how about the BIOS?

Is the CPU fan connected to the CPU fan header? If so, what speed numbers are you getting for that fan?

Once thing you could try, is to set the CPU fan the max speed and see if that changes anything.

CPU fans and BIOS temp readings all correlate, on a mechanical level everything seems to be great.

I had a similar issue in Windows on one laptop when I was trying to keep my CPU at lowest frequency. Windows ignored both my BIOS and Control Panel settings, so I ran POWERCFG as admin and changed my current scheme from ADAPTIVE to CONSTANT. You might have to do something similar but change it from ADAPTIVE to NONE instead.

None. The none parameter tells the computer not to slow the processor at all, even if it's just burning up cycles and battery power doing nothing.

Totally understandable. I am sitting in a room with a fever tonight, trying not to get anyone else sick, so hopefully we can figure this one out futurefields.

Nope, I noticed it today in a game, as I was standing still my framerate kept going like this

130....97...130...97....130....97

so I alt tabbed out, and noticed my CPU usage kept changing at the same time as the fps in the game, so then I pulled up CPU-Z, and saw the cpu speed changing from 4.0 to 1.6ghz in sync with the framerate drops.
 
Sounds like a power limitation. Played with max amp/TDP?

Also if it says 4Ghz then you dont run stock settings as you should when trying to debug.

My powercfg doesn't show the same type of information, or I might just not be doing it right.

I am running it from C:\>windows\something

how do I get the prompt back to just C:\>

to get to the root level.

Powercfg can output a lot of information, and the scroll buffer might not be big enough to catch everything. You may have to change your scroll buffer. Click on the top left corner where it shows the logo of the C:, and click Properties. In the Screen Buffer Size, change the Height value to something like 999, before running powercfg /query.

Are other tools showing the same clock speed? If you have Windows 8, Task Manager shows you current CPU Frequency.

Yes I noticed that, when I ran powercfg it scrolled through what seemed like many pages of information, and I was unable to scroll all the way back to the start of it. Will try again.



Guys... just a random thought.. could the CMOS battery on my motherboard be borked?

Power it off, then power it back on and go into the BIOS. If your settings are the same, the battery is fine. Looking forward to seeing the information requested in post 33.

Mine is dead. If I unplug my computer for the night then plug it back in and turn it on, the clock resets to January 1st 1988 every time. Now that you mention it, maybe this is why my BIOS settings never get saved. 😀
