Hehe I think I got it all figured out now guys 
First of all, there's a setting in Trixx to "reset clocks on startup" you need to check that to have it set your OC on system start.
And secondly, I know why it was throttling in the first place, I had a mix of settings in different programs.
I had my power setting to +20% in CCC, but I was using Trixx for my OC, but I didn't see the "board power" setting in Trixx, that was still at 0.
So I had settings conflicting with each other, I believe its all sorted out now because I found the board power setting on Trixx and set to 20, and I have disabled the graphics overdrive in CCC.
