why is england using the white flag with red cross, instead of the Union Jack?

England is not the UK.

The St. George's cross is England's flag.

The Union Jack is the United Kingdom's flag.

This is correct. The Union Jack is the combination of St. George's cross (England), St. Andrew's cross (Scotland), and St. Patrick's cross (Ireland).

Wales is legally part of England.
 
What i don't understand is why they don't compete as the United Kingdom.
Seems like they could have a wider talent pool to select from
