DHL started out as an international delivery company, tried to break into the domestic (USA) market, failed miserably, and pulled out of it a couple years ago. Now all they do, occasionally, is move small parcels for the USPS, which are then delivered to post offices, so they can do the actual home delivery. Much like the post office does with FedEx and UPS, for larger parcels (it's cheaper for them).
However, I'd have to say that this year's Grinch Award for piss poor delivery service was cornered by UPS. It's been 3 weeks since the ice storm hit Dallas, and they're STILL using that as an excuse to delay deliveries! I guess that's easier than admitting that the bean counters convinced the executives to keep cutting positions, promising "more with less", which has actually turned into LESS with less, but allowing the executives to give themselves larger bonuses, because they saved so much money.
Meanwhile, FedEx, transporting packages through the same exact area, continued to deliver on time.
