Why is Character Map in System Tools?

Second that. I always rearrange and delete stuff from the start menu upon a fresh install. Character Map always goes in accessories. And most of what MS has in accessories gets deleted or moved to a more appropriate folder. Such as WMP going into a new folder called Media along with other media players/tools.
