Norway, Finland and Sweden are all doing quite well, and all 3 tend to have long, cold winters.
Denmark is doing very bad, while situated between Germany (which does well) and the rest of Scandinavia (first 3 countries mentioned).
The Netherlands are doing far better while situated basically to the southwest of Denmark. The Dutch have a long history of iceskating, the Swedes/Norwegians/Fins/Austrians have a history of skiing, the Danes have a history of doing badly 😉
Belgium (just to the south of the Netherlands) is doing quite bad, as they don't have as many canals/rivers/lakes as the Netherlands, and so does the UK cause they have a sea climat.
It's all a matter of how the country is situated (climat), the layout (if there is not much open water there won't be many icescaters), and the culture (when half the country is ice in the winter you quickly adapt your ways of transportation and recreation).
