Why i can only play at 720P ???

You might need to download more RAM, but if you don't have max internet like Shorty suggested, this might be a problem for you.

I see. the reason I ask, is because it sounded like you couldn't even set it. You "can't play at 1080" means it doesn't push enough FPS at 1080 to make it playable.

something about the drivers/that game/just poor optimization. I have no idea.
 
Your mobile GPU aside, I'd venture to guess that Risen 1/2 are not as optimized as well as Skyrim.

Tomb Raider (2013) is one example of a very well-optimized game. I can get surprisingly good performance at decent video quality settings with the gt 740m GPU and 12GB of RAM that came in my laptop.
