why don't they make the highway dividers higher to prevent rubbernecking?

They could just put up high dividers. I think it's a good idea actually. Rubbernecking costs millions of hours/year.

I'd personally rather bullet-to-the-head people who rubberneck, but your idea is more PC.
 
A better question would be; how come the cops don't line up at the existing divider and shoot the people who slow down to rubberneck? Not only would that solve the problem for less money, it would be quicker as well. You may thank me later.

It just takes one person to take a look and slow down, then you end up with everyone else having to slow down. So now they want to know why they slowed down and on it continues.

that would just cause more rubbernecking!

I find myself rubbernecking only because I am going slow enough from everyone else. So if you're already going slow, why not gawk?
 
They actually did that here in Atlanta on I-85. Kinda nice not having a backup when you hear about an accident on the other side on the radio.

I hate rubberneckers with such a passion that it would be terribly hypocritical of me to become one myself. I refuse to look.

Because:

A. It gets old when it happens EVERY DAY.

B. By the time you get to the accident, there's nothing to see except a bunch of idiots gawking out of their windows.
 
it doesn't have to be full concrete fencing or anything.
concrete at the base, and some thin shield at the top.

the only downside is you won't know how much traffic to expect on the return trip. the traffic report doesn't always cover all the roads.

They're redoing sections of I84 here in Connecticut.

Through all the lane shifting I noticed that the barriers were infact higher.

Granted my car sits lower so most likely someone rolling along in an SUV would likely be able to see over them.

Oh well~
