Umm, the water doesn't heat up in a bong. As mentioned above it is supposed to cool the smoke. Some people put ice in there as well or liquor from the freezer. But since you can draw huge hits from most bongs any cooling effect is usually negated by the sheer amount of smoke. 🙂 lovely
 
cigarette paper burns too fast, wastes the doobage. Why would you do that? It still smells, you're not hiding anything from anyone
