Why don't More Applications let you Minimize when you have a Save Window Open ?

I do this all the time, where I'm saving & then I need to go to the Desktop to check a directory name, or something.

Now, I could press the Start button, which will bring up the task bar, so I can access a window for the Desktop.

But, I really appreciate it with some CAD applications that I am trying to learn, where I can be right in the middle of saving, then go look at the desktop, then go back to the save-in-progress.

Why don't more programs let you do that ? (Explorer, for example) Is it really that hard to do ?
