You have no right on choosing whether the person's phone you send a SMS beeps or not. If he is in a meeting, it's their responsibility to make sure its on silent/vibrate, not yours.

In a less mean answer, I wouldn't mind if someone sends me a silent SMS. Of course, this means I would never check the phone number I either get a call or a non-silent SMS.
