Why don't American schools use grid paper?

Any good calculus course will require work to be done on graphing paper.

Unless you are working directly of the image, which shouldn't be the case in, a quick sketch done on any type of paper would work just fine. And even then the sketch is only to help clarify and not required.
 
For those asking what's the difference between grid and graphing paper: grid paper usually has a fixed size grid of about 0.5 cm by 0.5 cm and all lines are of equal thickness. Graphing paper is much more fine: the smallest cell is maybe a few millimeters on each side (hence another name: millimeter paper), and bigger clusters have thicker lines outlining them.
