Why don't all consumer electronic devices come sealed in their packaging?

The box my laptop came in wasn't sealed. I just picked up a $600 camera yesterday and the box didn't come sealed. Yet the $20 keyboards we ordered for work came sealed with 2 QC stickers. WTF?

When I worked at Best Buy in the camera department all the cameras were under lock and key. I could see the same for laptops at a B&M store.
 
I think the point is that when the box itself is sealed, you can tell if it's ever been opened.

I'm guessing with laptops/cameras there are some other ways to tell as opposed to smaller electronics. Laptops/cameras are also probably considered more "durable" than small electronics so them being opened once isn't as bad as say a memory card or something else. I don't know for sure though, these are just me guessing.
 
There's nothing stating that all electronics for consumers must be sealed. I want to play with that shit and download porn to know it works correctly before I sell it to you.
