The President doesn't have the power to just make things happen by decree(most of the time). Any President first has to consider whether the Senate/House will support him/her on an issue or can be persuaded to support him/her. There's no sense in pursuing Policy which will never get the needed support, except possibly in some circumstances where an issue needs to be brought up for consideration.

Because Fed employees have the MSPB and other areas they can appeal grievances to that most private workers do not. Also there are unions in the Federal gov. They can ask for certain things to be adjusted and MGT works with them.

There are very few real unions in the federal government. Far less than 10% of federal employees have any significant union rights such as collective barganing or rights to strike. These are the most fundemental rights for an employee.

Just because they have they have some rights doesn't mean their lack of other rights is ok. Look at Wisconsin and the union busting, by your logic it is ok since they still have other rights such as civil service protection from unjust firing.

I disagree Obama can rule by decree. He controls the armed forces and the federal law enforcement.
