Why doesn't my system overclock?

I have IS7, 2.4C, OCZ PC3500 RAM and I can't overclock to a guaranteed 3.3GHz. I have tried FOUR different CPUs, none of them went above 220MHz FSB, I changed from HyperX PC3500 to OCZ, still the same. I have Zalman 7000-Cu HSF, with low temperatures. Is it my motherboard?
