Why doesn't my computer want to restart for 20 minutes after a power failure?

See my system specs in my sig below. I have observed this behavior: When there is a power failure, or involuntary reset (such as the wife pushing the On button to start the computer when it is already running  ), or voluntary disconnect of the power plug...

...The computer doesn't want to restart right away when power is restored. The power light blinks for several minutes and when it goes off, then I am able to restart the computer.

I have never seen that in any other computer and I can't see why it does this.

And get a good quality APC UPS unit - invaluable in power outage/power surge situations.

Are there capacitors in a PSU?

The delay I am sseing could be time required for condensers to recharge, although 20 minutes seems long

I agree with SerpentRoyal, it sounds like a PSU problem.

I had a Enermax EG365P-VE PSU in my old system that would exhibit such behavior. I would turn off the computer and it wouldn't want to turn on afterwards. I would have to unplug the thing, and wait 30 min to several hours before the computer could boot up again. I RMAed the PSU and never had such problems afterwards.

I also had an Antec 330 W TruePower PSU that had a problem with a drooping voltage rails (well known problem with Antec PSUs). The computer would have trouble booting where the hard-drive wouldn't spin up properly and just keep clicking.

You should check if your voltage rails are the correct values.

I suggest that you change your PSU or RMA it.

Bad PSU....Mmmm... I'm not too happy about this possibility. Are there any other reliable signs for a bad PSU? The computer is otherwise running fine, often for days at a time.

It has always been like this, for a year and a half now. Here is a screenshot of voltages on all rails. Everything looks good. PC Alert is the MSI motherboard utility.

When I blue screen I have to unplug my PSU sometimes and deenergize the motherboard so it sees my USB keyboard. It could be getting into a state where it doesn't know to power up.

If it's just after power outages, get a ups.
