230Watt PSU + A7V133+ 1.33GHz @ 1.5 = sucess, Very stable, no lockups at all
300Watt PSU + A7V133+ 1.33GHz @ 1.5 = Failure, No boot even at 1.33Ghz

I ahve been told that the 230 Watt chould not even boot with my system.
 
Quality matters more then sheer wattage. A very high quality well made 230W PSU can be better then a cheaply made 300W PSU.
Also, what matters the most is the combined wattage on the +3.3V and +5V leads... if the 230W PSU was relatively well of there and the 300W unit was weak in those areas it's again quite possible the 230W unit would do better.
