stamp collectors?
some people like/care what the stamp looks like.
One reason is that >1 oz costs less than 0.44/oz.
Using 10 forever stamps for a 10 oz letter is paying too much. Everyone knows this.

people probably still have shitloads of old stamps around... why throw them out when you can just attach a couple 2-cent stamps to them?
usps created the forever stamp a while ago. now u no longer need to scramble for 1or 2 cent stamps when the rates go up.
yet $0.44 stamps are still being sold.

Might be sold out or limited printings.
By the way, I read somewhere that if you intend to stockpile on a ton of these forever stamps to resell at a later date, you will actually lose money.
Something about how the stamp prices can only go up due to inflation, so you would have been better off saving the money instead of spending it.
