Why Does Notepad Look Like This?

I was cleaning a virus off a friends computer when I noticed the letters at the top, File, Edit, Format, View, Help had white boxes around the words in Notepad.

I've seen this before when boxes are infected, but after cleaning them I see this go away, but this time it is still there.

Also the Task Manager looks the same too.

How can I fix this?

It's just some goofy color settings he did in Windows.
It's not white boxes, it's a gray background.

Agree. When I look at your screen clip, I see a solid gray back ground with no white boxes.
