Why does my TV show only up to channel 23?

I'm in college now and when I plug in a tv, it shows probably up to around channel 66. I brought another tv in from Panasonic. It's their TVCR 13". Any idea why it only shows up to channel 23? Everything else is blank. ARGG...
 
In the setup you have to select cable instead of antenna. There may even be a couple versions of cable to choose from.
