Because cats like fresh water. They will do the same thing if you run water in the sink.
Assuming they don't absolutely freak out whenever they see a sink. I can't hold my cats in the bathroom - they keep watching the sink, toilet, and bathtub with wide eyes, their claws out and at the ready. And if there's any kind of running water in any of the said places, they just go nuts and have to be put down.
My cats like eating spider webs and licking wooden surfaces. The one cat, after getting his small serving of canned food each day, would go down to a rug in the basement and make a distinct howling sound. Maybe it's a, "Dear Diary, I was fed again today, and it was great!" It was only ever after supper like that, too, never after he'd eat dry food. Cats are just weird.

Like posted up thread, they like fresh water. If they find water in their bowl stale, they'll sometimes stir it with one of their paws. It's usually fresh in my house, though I've seen them do it once or twice in the year I've had my cats.
The same cat that did his daily post-supper howling started a similar ritual. He seemed to have trouble seeing the surface of the water - he'd always wind up plunging his nose right in. Somehow he figured out to paw at the edge of the bowl, which made ripples in the water so he'd know exactly where the surface was at. He never touched the water though.
