Why does it take two or three times to boot up? PLEASE HELP!

Just today, I changed my 64meg PC100 RAM to a 128meg PC133 RAM. Both are one stick. I kept CPU settings all at the same, but now, sometimes when I power up the computer, the monitor does not go on, and the "beep" during the post does not sound. There is no disk activity either, when this happens, so its not my monitor. Anyway, if i press reset when this happens, the computer will go on and POST and it works fine. What is causing this?!?!

also, I set the RAM to cas2-2-2, and the PC100 was cas3-3-3. I was TOLD the RAM was cas2 PC133, and I'm only running at 110 mhz bus. But if this was cas3 pc133 would that be the problem?....
