This may not be the reason, but it could be. I paint boats for a living, and can tell you that all paint is not the same. The epa laws have had a noticeable effect on the quality of the paints we use.

I was told the same thing by a reputable body shop in my area.

Sorry for all those who think its a sham. Maybe you should walk into a Toyota dealer. The standard paint is crap. It always has been, and is one of the #1 complaints on Toyota cars. If you run your hand over the paint on any car w/o their "extra" coating its rough as hell. I dunno if it protects it much, as mine still gets tons of chips and scratches, but it sure is a lot smoother.

Want smooth? Get a $10 ClayMagic clay bar.
Want a slick finish that protects? Get a $30-40 polymer sealant kit (Zaino or Klasse)
Want to get ripped off? Go to the dealer and pay hundreds more.

EPA laws in the past few years have proclaimed that lead-based paints were bad for the environment. Lead based paint is what most cars previously used ... Today, most cars use water based paint. The water based paint chips and unfortunately peels much easier than lead based paint. For this reason, its important to keep your car protected with some sortof polish or wax such as Zaino. Soft paint has not only been a problem in Toyotas, many owners of newer cars have had similar complaints.
