Sure it makes sense. Windows is dominant, it has good marketing and market saturation. There are a number of "under dog" products out there that are cheaper and sometimes better than the "name brand" but it's still mostly about image and branding. Which Linux just doesn't have.
It isn't just marketing, but how immature the products are and what the market will bear. India is now working on producing a $35.oo tablet PC and you can bet your ass it won't come with windows. Inevitably we'll see the development of the first Model T Ford of computers that is cheap, reliable, and pretty much does what people want without a lot of money being spent on marketing.
I'm reminded of when the first handheld calculators became popular and Texas Instruments and Hewlett Packard dominated the market and had different input systems. Today, nobody except a few geeks give a damn about who makes their calculator or thinks twice about learning how to use the thing. Inevitably MS will become as irrelevant as the operating instructions for your digital camera.
