why do they sell "17-inch" monitors that are actually 15.9 inches?

This makes no sense to me. What are they basing this 17" assessment on? The size of the case? They could just as easily sell a "25-inch" monitor with a 14" picture.

At least with the new LCD screens they're calling them by their actual size. Why wasn't this convention adapted long ago?
 
CRT monitors have always been advertised using the actual dimensions of the tube, not what is visible. TV's are advertised using the actual dimensions.
 
They measure them diagonally from bottom left to upper right corner. There was a lawsuit over this already and now they have to include viewable size in advertising.
