When I got pulled over years ago, it was only license and registration. In NY, if you don't have insurance, your license plate is suspended and I'm sure that would come up when they run your plate.its license, registration AND insurance

As long as the insurance information (or lack thereof) comes up when they run the plates, how is this any different from states where you have to surrender the plates? They could just as easily be driving around in a $500 beater that they canceled the policy on. Or a recently-purchased $500 beater with fake ebay plates, or stolen plates.
