why do the haitian have m-16s?

i thought the U.S. developed the m-16 with the intent to have greater range and accurecy than our enemies, how many other countries are we selling these too?

I think because after we went into Haiti last time, we trained and supplied their police and security forces to hold up and protect their government....unfortunately after we left, they all decided to defect to the other side heheheh

We sell/give to other countries. Those countries in turn sell their surplus to yet more countries.
