This is what I'd peg my bet on. It's the same reason store cameras are behind 1-way glass; they can't see everything, but if you don't know where they're looking, you have to assume they can see you.

That is the way they are portrayed in the movies but I have seen SS guus without sunglasses.

The agents with a gold pin on their right lapel are the ones that are armed and not all of them wear shades.

1. ...So, people wouldn't know where those agents are looking at.
2. Just like when you see a black/white films or pictures, sunglasses tone down each subjects. It gives agents to focus on each and each subjects w/o being fooled by colors and various roundings (Just like what ear/head phone does to a ear than speakers)

1) So folks don't know where the agents are looking
2) So that any brightness in their eyes doesn't get distracting (if someone shines a flashlight at you, you can't see squat, sunglasses prevent that from happening)
