The only place I've seen "home-worthy" toilet paper used was once in a really fine restaurant, and in a nicer hotel. Every other place uses crappy, super-thin 1-ply paper.
Ok, the obvious reason is money. But when you end up using twice as much paper from their rolls to make up for the missing ply, they're going to have to replace the rolls twice as fast. And assuming that the 1-ply costs about half of the price of 2-ply... why don't they just eliminate the only difference (our hatred for having to use the 1-ply) between the two options and use 2-ply?
Unless... somehow... you all manage to use the same length of crappy toilet paper that you use with good toilet paper. *raises eyebrow*
I can't even fathom that.
