Why do phishing scam emails always get through Gmail's spam filters?

Gmail's spam filter is great overall, but I keep getting phishing scam emails. One phishing scam email I must have marked as a phishing scam like 10 times. Finally, I just started marking it as regular spam to see if it would finally go away.

Anyone else notice a high volume of phishing scams getting through the gmail spam filter?
