Because unlike a couple of the other branches, the Coast Guard actually has standards that have to be met, and are having NO PROBLEM meeting their recruitment quotas.
The ARmy and Marines have had to relax their standards by a LONG way, and are STILL having trouble finding enough people to do the job. If it doesn't get better soon, I'd expect the call for a draft, like it or not. Either that, or a reason to pull out of Iraq. If you're gonna wage war, you gotta have soldiers to throw at machine gun emplacements and IED's...
