Why do have to sign restricted access form to buy Vinegar?

Went shopping yesterday ahead of the blizzard here in Chicago and picked up some Olive Oil and Vinegar for salad at the grocery and they asked for my ID, scanned it and made me sign a "Restricted Access Form" to buy the vinegar.

Obviously being on a long line I did not have a chance to read the long winded document.

What the hell is this?

Anyone know?

Are people making Meth or something from Vinegar these days?

Never heard of that for vinegar. I know the ID thing for spray paints, paint thinners, etc.

Never heard of that one Dave. We just bought 2 gallons of white vinegar last week at Costco. No forms required.

Maybe they have limited supply because people are buying stuff ahead of the blizzard and vinegar just happens to be item they chose for validation.

Yeah that's a strange sounding one. Was this in bulk or just 1 or 2 L? Maybe as you said it's a key ingredient in drug making or something. Or maybe terrorists use it to make explosives? At any rate this only makes sense if you are buying in bulk.

Just usual storm supplies, bread, milk, eggs, some meat and salad.

Was low on Vinegar for the salad. Have bought vinegar here before and this was first time had to do this. The lady at the counter just said they have to do all that for vinegar now but she didn't know why.

Perhaps it was something specific to that store?

I buy vinegar in bulk online. Never had a problem. Great for tenderizing my bulk beef purchases.

vinegar in large quantities can be used to make explosives... the smelly kind that goes off in the school bathroom. :p

Because it used to contain alcohol. That makes it bad mmkay.

Sounds like target is doing it wrong.
