Why do dumb people breed?

Has anyone ever had a dumb friend, really dumb friend, that wants kids? This kid I know, wants kids, but doesn't know the difference between print and cursive. I myself have some depression issues and other little quirks I don't want passed on to a future generation, so I don't plan to have kids. What is it with dumb people wanting to breed their poor genetics onto the future civilians?
 
Well, my friends and I make sure to let him know hes dumb as hell and should never have kids, I think he wants kids so he can be lazy or beat them or something.
 
Difference between print and cursive? This is more of an education matter. But indeed, if he had the necessary education then it might seem understandable to consider him less intelectually gifted

Well, that is one of the more recent "events". I believe he has a serious learning disorder, and listening disorder. We've told him things numerous times, and he'll still do it, for instance, "Don't forget you're name on the application" then the lady who accepted it called him back and told him he needs to fill out his personal information (this has happened over 10 times). He's almost 18 and still acts like a very little kid, always bragging about his Yu-Gio cards and all of the other "anime" explosion stuff, even though hes into it so he can make friends. I don't know, I just wouldn't suggest he have kids.

I also made a dumb joke, I said "You're in denial, and not the river in Egypt". His responce: "You moron! The nile is in Africa, not Egypt!" It's more than likely an education thing, but his lack of common sense worries me the most.

I disagree on "slowly" - It's happening at lightning speed, in evolutionary terms. Paying people to have children (welfare) and shifting society's entertainment focus from talking & reading to watching television doesn't bode well. The SATs recently had to be revamped to bump the average score back up to 1,000 (this was done because it was so much easier to do it and pretend everything was ok than get at the root of why scores had dropped). Other great civilizations have failed, it may well be unreasonable to assume we're immune.
