Why do birds make robotic movements while standing?

OP, Everybody else is wrong.
The reason the birds look robotic to you is that you are looking at actual Robotic Birds. These are the new extended life spy drones. They spend most of their time on branches looking like robotic birds rather than in the sky. It uses a lot less energy, so their batteries last quite a bit longer. These robotic birds are all tools of the American NSA.
