Yet back in the mid 1990's you could use your computer's dial-up modem to make/receive phone calls via your landline.

Why did it take 20 years to apply this concept to cell phone service?

Because there was little demand for it? Also, haven't there been ways to use your computer as a bluetooth headset like device for your cell phone for quite some time?

in the 90s I didn't even have an answering machine, I had some fancy software that took "messages" via modem and saved them on the computer. Confused the hell out of people, was cool though...

It was Verizon that reneged on the 45Mbps fiber deal (after taking $2.1 billion). I can get 105Mbps from Comcast.

Because for the better part of 20 years, it was assumed that you'd be out an about when using your cell, not sitting in front of a computer.

I had the Intel software from Intel's App Up software store that could do that with my Android phone, but now that store has went under. It sucks too, text messaging from my computer at the office is way easier with software like that. I'm at my desk with a keyboard anyways, why do I want to pick up my phone constantly to read and answer texts. Software like this should be standard on every phone OS!

Pushbullet works for me, let's me reply to texts directly on my computer to my android phone. No root required.

Because your computer was attached to the same land line.

You have been able to dial from your computer over another number for quite some time now.

It's just not been popular and I doubt many will take advantage of it until it's presence aware.

With Cisco I can have a phone call at my desk, have it transfer to my mobile seamlessly and then to my home phone when I get to my home office.

It obviously takes some infrastructure in place, but cool technology that doesn't lock you to a non-mobile device.

There's a free android app called mighty text that lets you text from your PC. It's been available for years.
