You are begging the question. Do you seriously believe that these people will some how step up to the plate in life because some government agency or official writes them a check or provides "Free" services from them?

Welfare has existed for as long as I have been alive, yet I am gainfully employed, cover my wife and kids with health insurance, own a house, cars, etc. I pay for my kids to go to a high quality preschool because I have been exposed to the value of education. This is a result of my upbringing, by parents who taught me these important life lessons by example. My father and mother had similar upbringings and my kids are getting the same.

Welfare isn't the answer, but neither is letting the kids starve or forcing people into (more) crime. If you have a solution to teaching and convincing these people to step up to the plate, thereby negating generations of shitty parenting, I'm all ears.

How about community leaders and "activists" stepping up to the plate in order to make it a priority issue within the community to deal with and demonstrate some common sense. It would be better then current trend of placing the burden (demanding more tax dollars) and blame (making excuses for not using common sense) onto government and the rest of "society" for starters.

A community organizer... like President Obama? Thought you didn't care for that type.

These community leaders, preachers, etc. already exist in the communities but the task is huge. The lack of responsibility is endemic to the area and they essentially have to change the entire culture of the community. Again, how do you negate generations of shitty parenting?

The problem is compounded when someone from these communities does succeed. They leave and never come back. They don't want to deal with that nightmare. They have no answers, either, and don't want their kids to grow up in the culture.

The parents also cannot be let off the hook either and they should bare the brunt of their screwed up actions/inaction with these kids instead of pawning off the problem to tax payers. At some point these people have to deal with their issues head on instead of evading all attempts to confront problems of their own making.

Bare the brunt of their actions? What do you propose? Throwing them in jail?

Remember, you have to give a shit before there are any consequences. These people don't give a shit. Again, how do you negate generations of shitty parenting?

After all the systems to address this issue has been in place for a very, very long time.

- The education system on sex and the potential of teen pregnancy due to sex is already in place in school systems in places like Chicago.

- Access to "free" birth control is in place in these communities for those who can be bothered to head down a free clinic and pick up a packet of condoms.

There is nothing else government should do (aside putting conditions and ultimatums based on behaviors for the current continuation of services) but to expect that these folks who pop out kids at an early age to actually use the frontal portions of their brains to enact critical thinking skills.

They systems in place work really well when the parents set a good example, but like all things involving children, it falls flat when the parents don't give a shit.

How do you convince a 15 year old girl not to get pregnant when her mother, grandmother, great grandmother, and great great grandmother and so on all got pregnant at age 15? Again, how do you negate generations of shitty parenting?

Enabling the current cycle of behavior by building day care centers and expanding services so that no ill effect is felt does nothing but put a governmental seal of approval onto the matter of teen pregnancy.

These people would be having kids regardless. Why is it so hard for you to wrap your head around the concept that some people don't give a shit what you or your (our) society thinks about them? The values of our middle class society are so radically different than those of the impoverished ghettos, trailer parks, and barios that we might as well be aliens.

I have no viable solution. Welfare and daycare centers aren't a solution, but neither is letting people starve, turn to crime, or drop out of school. It would take a miracle to fix these problems.

A draconian solution has already been suggested - mandatory birth control. This would be very effective over the long term, but this would violate some rights and would be struck down immediately.

My daughter will be strongly encouraged to ask for birth control when she decides she is ready to have sex. If it was a routine shot, like a vaccine, all the better.

As far as boys go, there isn't a safe and effective equivalent to the depo shot. If there was, go for it.

It's been around for more than a decade and it's safer for men than any form of progestins/estrogen are for women, a LOT safer.

The "pill" is actually so filled with side effects that if it was for men it would never have been introduced. It increases the likeliness of uterine and breast cancer 10X along with high blood pressure, obesity, increase in inflammation.

IUD's are a better choice and quite frankly, so is testosterone undecanoate.
