Why cant I keep my refresh rates?

My computer seems to think that the optimal refresh rate for my Elsa Gladiac Ultra connected to my Mitsu 2040u is 75hz. I downloaded hztool & set everything to optimal-i hit set and it fixes everything(all my refresh rates are what they should be). However, when I reboot everything is set back to 75hz. I open hztool and I have to hit the set button to get it back to normal. I thought hz tool would keep the settings after reboot. How do I get my system to stay at the optimal settings? Oh yeah, im running Win98se.
