Question Why can't Chrome tabs be rearranged anymore?

Used to be able to drag them around and drop them in any order I wanted, or drag them out to start a new window, but now they cannot be moved. Seems like just the last few months and every once in awhile the feature comes back but then is gone again. Hasn't come back for me for at least a month now though so it would be nice to know what is going on.

I'm on the most recent version of Chrome (79.0.3945.88), and I can still do all of that stuff.

Maybe it's time for a clean install of Chrome?
