why can only some merchants perform any-cc re-charge

if returning something, some merchants require the original card. others, like rei, can put credit back on any card

why is that? corporate policy (for internal accounting) ? or must they pay credit card companies more $ for the rights?

If you don't put it back on the same card I think you lose money in the deal.
