Heh.. There's no way in hell America's religious right-wing fundies would ever let that fly here. However, from a practical standpoint, I don't think it'll work. They should be promoting the use of condoms and other forms of birth control and STD prevention instead. Promoting abstinence is a noble idea, but it's unrealistic unless other methods are also explained.

Morally reprehensible IMHO (and no, I'm not part of the religious right).

Ignoring the fact that encouraging sexual activities out of children is just plain out wrong, this kind of activity is not the responsibility of government.

I'm sorry, but I'd smack my kid silly if he/she was engaging in sexual activity prior to the age of 16...whether it was in a responsible manner or not. There are a lot better 'normal, healthy, human' behaviors that they can be engaging in at that age. AND I wouldn't want the government telling my child otherwise!

My aunt lives in London, I went to visit her, its very crowded there. I see the govt is thinking ahead so they wont have a crisis on their hands when so many people will be living in a small metropoliton area.
Unfortunately most guys (besides UK) think with their penises... its a shame there is so many unwanted pregnancies. And (red herring folks ;) ) thats why people debate on the whole abortion issue. If people would simply wait to get married or take a more responsible role when having intercourse in a realtionship.. None of this would happen (rare cases might pop up.. but not in serious manners as it is now)

I agree, and that's why I said in a previous post in this thread that encouraging oral sex wouldn't work. I am all for encouraging responsible sexual activity in those who are going to be sexually active anyway.
