The mods DO - generally - "enforce their own rules". 
There are some differences in "mod enforcement" due to personal intrepretation (and human imperfections).
My suggestion is just another "tool" to make it EASIER on the mods.
I am sure they already saw this and may approach the administration to implement it if they like it . . . if NOT, it goes in the file marked "trash" with the other lame or impractical suggestions.
My job is done . . . I have explained what I think are its advantages . . . I'll leave my own discussion now . . .
