It could be a number of problems. Are you watching the movie on your computer? Then what you are referring to might be tearing (google it). If you aren't watching it on your computer and there is tearing, then you are screwed.
If you are noticing these lines appearing in high motion scenes almost like the movie is split in two, then the problem is interlacing or Telecining (sp?). If on your computer then you need to enable a good interlacing filter (TomsMoComp for ffdshow does wonders for me). If not, your screwed
So, a little more info about the problem, maybe a picture of it would be immensely helpful for diagnosing it.

It only happens with international DVDs, everything else is fine....
