The flags and yellow ribbons are probably a neighborhood or community effort to show support for a local soldier who is currently deployed. At least, I've really only seen it like that. It could be around the time of his birthday or wedding anniversary or some other event for which he cannot return home for... or it may not be that at all.

I have no idea about the ribbons, but do you think it was just coincidence that the SC presidential primaries were yesterday, and the candidates were there? Of course everything was done up with patriotic flair.
